NY-NJ port to develop master plan
The Port Authority of New York and New Jersey is preparing to commission a maritime master plan that will guide development of the port’s 3,000-plus acres of cargo-related property during the next 25 to 30 years.
The port authority issued a request for proposals for a consultant to produce the plan, which a spokesman said would be the most comprehensive in the port’s recent history. The report is designed to cast a wide net for ideas on how to configure port facilities to handle expected increases in volume and to maximize revenue.
The plan is expected to take up to 18 months to complete. It will examine the port’s six container terminals as well as its auto, bulk, cruise and adjacent real estate holdings, and support services and operations.
"Our port has been a national trendsetter in the maritime industry and continues to be the leading East Coast gateway for international shippers," said Port Commerce Director Molly Campbell. "To continue this positive trend, we must take a holistic look at the entire port operation and develop an optimum plan that will allow us to efficiently grow the business for decades."
New York-New Jersey’s volume of full and empty containers rose 10.4 percent last year, aided by diversions to avoid West Coast port congestion. At times, the increased volume has strained the capacity of the port system and created congestion and delays at terminals.
The footprint of the port’s cargo-handling acreage has changed during the last 15 years as terminals have been reconfigured and the port authority has built a series of on-dock or near-dock ExpressRail ramps for intermodal rail shipments.
The $1.3 billion project to raise the Bayonne Bridge's roadway for clearance by larger ships will produce additional changes to cargo flows within the port. The roadway-raising part of that project is scheduled for completion by the end of 2017.
The new master plan will draw on data and information from previous studies, including the port authority’s 2014 to 2015 land use plan and its 2015 port demand and capacity study.
Separately, the port authority also has been working to implement operational changes, recommended by a Port Performance Task Force in 2014, to reduce congestion and delays that have plagued the port in recent years.
The port authority said the master plan will provide the framework to maximize land use, ensure an appropriate diversity of uses, increase operational efficiency and provide for enhanced revenue opportunities.
As at other ports, financing of the port’s capital pojects has been a top concern at New York-New Jersey. To help fund improvements, the port authority in 2011 instituted a cargo facility charge paid by ocean carriers. The fee has been chanllenged by carriers.
The port authority said the master plan will seek ideas and opinions from port authority and others, including federal, state and local government agencies, neighboring communities, tenants, industry representatives, elected officials, labor organizations and the public.
